Compassionate appointment—Entitlement—Consideration of financial position of respondent vis a vis eligibility (educational qualification as well as qualification)—Appointment of a candidate on compassionate basis does not create any vested right and it is only when a candidate is covered under all clauses of the Scheme applicable at the relevant point of time that he/she could be considered for compassionate appointment—Total income of family is not less than 60% of total emoluments which deceased was drawing at the time of his death as per the Scheme under consideration—Case of respondent cannot be considered for compassionate basis on that score—As the respondent was not eligible or qualified to be considered for said post, he is not entitled for appointment on the compassionate basis.
